
Barry D. Rhoads, President of Cassidy & Associates, was quoted in a Washington Post article on the potential for new rounds of Base Realignment and Closure (BRAC). In a constricted budget environment, DOD requested new BRAC rounds, leaving base communities uncertain about their futures. DOD, Rhoads said, can proceed with BRAC, within the scope of its authority, independent of congressional authorization of the process.
"Regardless of whether a BRAC gets passed...DOD has left no doubt in anybody's mind that follows it that they are going to do things, within the law that they have now, to change the face of installations..."
