Barbara Sutton has over 25 years of combined experience working both in the federal government and in federal government relations. At Cassidy & Associates, Ms. Sutton excels in navigating the intricacies of the federal government both in Congress and within the executive branch agencies. She has effectively leveraged this experience on behalf of many of the firm's largest and long standing clients by successfully identifying creative opportunities and solving problems for her clients. Ms. Sutton has successfully advised corporate CEOs, university and college presidents, hospital executives, municipalities and leaders of non-profit entities on the implications of federal legislation and related regulatory policy. She is a firm believer that in order to be an effective lobbyist, one must fully understand the intersection of policy and politics as it relates to a client’s challenges or its strategic planning goals.

Ms. Sutton’s accomplishments are grounded in the kind of first-hand experience that comes only from working at the highest level of Congress where she served on the Leadership Staff of former Speaker of the House, Thomas P. “Tip” O’Neill, until 1987 when she joined Cassidy & Associates. In the Speaker’s office, she was responsible for negotiating and implementing the Speaker’s legislative and political calendar and served in the office of the Speaker’s General Counsel. During her tenure, Ms. Sutton regularly interacted with House and Senate leadership offices, Congressional committee chairmen, foreign government officials, Administration officials, and members of the national press corps. Her frequent interaction with nearly every office in the House of Representatives, Senate and the executive branch has provided her with access to an extensive bipartisan political and legislative network in Washington which she maintains to this day.

Representative Engagements:

  • Ms. Sutton is one of the firm’s senior lobbyists and provides government relations counsel, direct advocacy and related strategic planning services to several of the firm’s longest standing clients on a variety of legislative and regulatory issues including healthcare, federal appropriations, higher education, economic development, defense, energy and the environment, life sciences and biotechnology.

  • She has successfully advised the leadership of some of the nation’s largest and most prestigious public and private universities, health systems, foundations, municipalities and corporations in developing and executing successful federal government relations plans, assisting them in Washington in creating opportunities and in solving problems facing their organizations.

  • Ms. Sutton provides the firm and her clients with more than two decades of client management expertise, political experience and policy understanding that is based on working within the highest level of Congressional Leadership and in particular, the House of Representatives. She brings her to her clients a keen understanding of the legislative process and the daily navigations of Congress, as well as a comprehensive understanding of the ever-changing political climate of Washington, DC.
