Charles Brittingham

Senior Vice President

In his position of Senior Vice President at Cassidy & Associates, Charles brings almost two decades of successfully drafting and advancing policy and appropriations on Capitol Hill and within the Federal government. His keen awareness of issues combined with his technical and political skills have helped him create meaningful solutions to some of the nation’s public policy challenges.

Charles led negotiations for Senate Republicans on Public Law 113-121, the Water Resources Reform and Development Act of 2014 (WRRDA), serving as a senior advisor to then Ranking Member Sen. David Vitter (R-La.) on the Senate Committee on Environment and Public Works.  Charles’ work was so crucial to the bill’s success that Chairman Jim Inhofe (R-Okla.) brought him back to lead the EPW committee effort to successfully pass the Water Infrastructure Improvements for the Nation (WIIN) Act in December 2016.

His tenure on Capitol Hill also includes work on the successful passage of the two most recent highway reauthorization bills known as the FAST Act and MAP-21, as well as several disaster supplementals and various environmental and infrastructure bills. 

During his time at Cassidy & Associates, Charles has become a leader in the water resources infrastructure sector, successfully representing three of the Top 15 ports in the nation by tonnage, including two of the Top 10 in container volume.  He is also skilled at the project delivery process, from conception to completion, using is knowledge of the authorization, appropriations, and regulatory processes process to deliver critical water resource projects to the client.

Charles earned a bachelor’s degree in political science, history and philosophy from Louisiana State University.  He currently lives in Alexandria with his family and enjoys golfing, hiking, and watching college football.
